Point Loma: What Buyers Should Verify Before an Offer

By Sounding Research Updated

Point Loma is the City of San Diego's peninsula between the Pacific and San Diego Bay, and the City plans it as the Peninsula community: about 4,409 acres, or roughly 7 square miles, made up of distinct neighborhoods the City lists as Ocean Beach Highlands, Point Loma Highlands, Loma Alta, Loma Palisades, Loma Portal, Fleetridge, Roseville, Sunset Cliffs, the Wooded Area, La Playa and Liberty Station, the former Naval Training Center. Which of those a home sits in changes the cost picture more than in most City neighborhoods. Liberty Station carries a Mello-Roos special tax that the rest of the peninsula does not. Loma Portal is on the Airport Authority's list of communities eligible for sound insulation against San Diego International Airport noise. And the whole peninsula prices well above the county's loan limit, so the financing question is a jumbo one.

The short version for Point Loma

  • Point Loma is part of the City of San Diego, in Council District 2. The City's Peninsula Community Plan, adopted in 1997, governs it, along with the NTC Precise Plan for Liberty Station and the Sunset Cliffs Master Plan.
  • Mello-Roos at Liberty Station only. City CFD No. 3 (Liberty Station) levies a special tax on its 340 residential units, $402.54 per unit plus $0.6290 per square foot of floor area for FY 2026-27. Its bonds are scheduled to mature in 2036.
  • Airport noise in much of the community. The Peninsula plan names aircraft noise from Lindbergh Field as a constraint, and the Airport Authority's Quieter Home Program lists Loma Portal among its eligible communities.
  • A 30-foot height limit applies in the coastal area, which the Peninsula plan cites as a limit on new housing.
  • Jumbo at the median. Redfin's three-month median to September 2026 was about $1,530,000 (Redfin shows the figure rounded), so FHA is out at that price and a 20%-down conventional loan is above the conforming limit.
  • The Prop 13 reset applies in full on a long-held home.

Liberty Station: the peninsula's Mello-Roos district

The City of San Diego administers only a handful of Community Facilities Districts, and one of them is here. CFD No. 3 (Liberty Station) was formed under the Mello-Roos Act to pay for transportation and regional park improvements tied to the redevelopment of the former Naval Training Center. Its FY 2026-27 administration report, prepared for the City, sets out what a residential owner pays:

  • Who pays. Improvement Area No. 1 holds the district's 340 residential units, all permitted; the other improvement area is non-residential and hotel property. Nine residential parcels have prepaid and no longer carry the tax.
  • The formula. The FY 2026-27 residential special tax is $402.54 per unit plus $0.6290 per square foot of floor area. A 2,000-square-foot home would pay about $1,661 for the year.
  • The ceiling. The maximum (assigned) rate is $792.63 per unit plus $1.2385 per square foot. The City levied about 50.79% of that maximum this year because revenue from developed property more than covered the year's debt service, so the levy can move between years.
  • The end date. The district's 2013 refunding bonds are scheduled to mature on September 1, 2036.

Liberty Station also has its own Liberty Station/NTC Maintenance Assessment District, established in 2003 to fund lighting; FY 2027 rates range from $1.22 to $94.56 per equivalent dwelling unit depending on the zone. Outside Liberty Station, the City's CFD list and the County Auditor-Controller's CFD list show no other Mello-Roos district on the peninsula. Check any address on the county's Special Assessments portal, and see the Mello-Roos guide for how the disclosure works.

Airport noise and the Quieter Home Program

The Peninsula Community Plan lists aircraft noise in much of the community among the constraints on new housing, and singles out the Loma Alta area as impacted by noise from Lindbergh Field, the plan's name for San Diego International Airport. The San Diego County Regional Airport Authority runs the Quieter Home Program, which adds retrofit windows, doors and ventilation to reduce interior noise. Its 2026 realtor information sheet lists Loma Portal and Ocean Beach among the eligible communities, and the rules matter to a buyer:

  • Eligibility requires a residentially zoned property inside the 65 dB CNEL noise contour, with average interior noise of 45 dB or more with windows and doors closed. FAA rules also limit eligibility to homes built before October 1, 1998.
  • A place on the waiting list carries over to a new owner who applies, and the Authority says waits can run several years.

Ask the seller whether the home has already been treated, or holds a waiting-list position, and check the address against the program boundary map. Aircraft noise is a daily question, so visit at the times you would be home.

What you can build: the coastal height limit

The Peninsula Community Plan was adopted on May 6, 1997, with the NTC Precise Plan for Liberty Station and the Sunset Cliffs Master Plan alongside it. The plan points to the coastal area's 30-foot height limit as one reason it recommends no specific new housing sites. An accessory dwelling unit under the City's ADU program is the usual way to add a unit on a single-family lot; the ADU guide covers the rules. Parts of the peninsula were added to the planning area to prepare the Peninsula Local Coastal Program Land Use Plan, so ask the City whether work on a given parcel needs a Coastal Development Permit.

Hazards: faults, the shoreline, and canyons

  • Faults. The Peninsula plan describes the Rose Canyon fault as the major coastal fault system affecting the peninsula, and considers it and the La Nacion fault capable of generating damaging earthquakes in the Point Loma area.
  • Tsunami. The California Geological Survey's 2022 Tsunami Hazard Area Map for San Diego County maps hazard areas along the county's coast, and Point Loma is one of the county quadrangles its modeling draws on. The map is for emergency planning and says it does not meet real-estate disclosure requirements, so treat it as a check for a low-lying waterfront parcel, not a verdict.
  • Fire and flood. Canyon-edge parcels can carry a fire-hazard designation; check the 2025 Fire Hazard Severity Zone map the City's Fire-Rescue Department links to. Flood exposure is parcel-specific.

The report checks the address against the FEMA flood, CAL FIRE fire-severity and state seismic-hazard layers. The flood zone guide covers what a mapped zone does to insurance and lending.

The reset on a long-held home

Under Proposition 13 the assessed value resets to your purchase price when escrow closes, and the county bills the difference for the rest of the fiscal year with a supplemental tax bill that escrow does not collect. At Point Loma prices that bill can be large. The supplemental tax bill guide works through the proration, and the county's Tax Rate Area search gives the exact rate for the parcel.

Financing: jumbo at the $1,530,000 median

Redfin reported a median sale price of about $1,530,000 (Redfin shows the figure rounded) for Point Loma over the three months to September 2026. San Diego County's 2026 conforming and FHA limit is $1,104,000. At the median, 20% down still leaves a $1,224,000 loan, above the conforming limit, so conventional financing is jumbo, with lender-set rates and reserve requirements. FHA is unavailable: a 3.5%-down base loan would be $1,476,450. Full-entitlement VA carries no county limit, so it works the same here as anywhere in the county. Using the site's fallback rates (conventional 6.50%, FHA 6.375%, VA 6.25%) at 30-year fixed terms:

ProgramDown paymentLoan amount financedPrincipal & interestMonthly MI/funding costEst. monthly P&I + MI
Conventional (20% down)$306,000$1,224,000$7,737$0 (no PMI at 20% down)$7,737
FHA (3.5% down)$53,550Not available, a $1,476,450 base loan exceeds the $1,104,000 FHA ceilingn/an/an/a
VA (0% down, first use)$0$1,562,895 (incl. 2.15% funding fee financed)$9,623$0$9,623
Figure 1. Estimated monthly payment by loan program, $1,530,000 Point Loma purchase
VA, 0% down$9,623Conventional, 20% down$7,737

Note. Principal, interest and monthly mortgage insurance only (property tax, insurance, HOA dues, any Liberty Station special tax and any other assessment sit on top of every program equally). FHA is absent because a 3.5%-down base loan at this price exceeds the county FHA ceiling. Figures come from the same code that generates a report; a lender quote will differ.

These are illustrative estimates from public program rules and this site's fallback rates, not a lender quote or an offer of credit. The conventional row uses the conforming fallback rate, and a jumbo lender will set its own. Condos and smaller homes below the median can bring FHA back into range; run the actual price. The VA loan guide covers entitlement and the funding fee.

Schools: San Diego Unified, set by address

The Peninsula Community Plan notes that public education is provided by San Diego Unified School District. Attendance boundaries follow the exact address, so confirm the assigned schools for a specific parcel with the district.

Renting it out, and the move-up angle

sounding's move-up mode runs the 75% rent-qualification rule a lender uses against your specific address, so you can compare keeping a current home as a rental against selling it. Short-term rentals in the City need a license under the City's Short-Term Residential Occupancy ordinance; the Pacific Beach guide walks through the tiers. The rent vs. buy guide works the breakeven math.

Point Loma, answered

Does Point Loma have Mello-Roos?

Only at Liberty Station. City CFD No. 3 (Liberty Station) taxes its residential units $402.54 per unit plus $0.6290 per square foot of floor area for FY 2026-27, with bonds scheduled to mature in 2036. The City's and the county's CFD lists show no other district on the peninsula; confirm on the county's Special Assessments portal.

Is Point Loma affected by airport noise?

Parts of it are. The City's Peninsula plan cites aircraft noise in much of the community, and the Airport Authority's Quieter Home Program lists Loma Portal among its eligible communities for homes inside the 65 dB CNEL contour.

Can I use an FHA loan in Point Loma?

Not at the median. Redfin's three-month median to September 2026 was about $1,530,000, and a 3.5%-down FHA base loan at that price exceeds San Diego County's 2026 limit of $1,104,000. A lower-priced condo or home can still qualify.

Which school district serves Point Loma?

San Diego Unified School District. Confirm the assigned schools for a specific address.
