Pacific Beach: What Buyers Should Verify Before an Offer

By Sounding Research Updated

Pacific Beach is a City of San Diego community on the western edge of the city's mid-coastal region, bounded by the ocean's bluffs and beaches and by Mission Bay to the south, with a coastal plain that rises to steep hillsides at the La Jolla border. It sits within the original Pueblo Lands, divided into a large grid in the mid-1800s, but most of the community was built after 1930. The cost questions here are coastal ones. The City's community plan puts about 60% of Pacific Beach inside the Coastal Zone. Its bluffs are eroding and its low ground carries liquefaction potential. Many buyers also look at short-term rental income, which the City now licenses under a citywide cap, and a license does not come with the house.

The short version for Pacific Beach

  • Pacific Beach is part of the City of San Diego, in Council District 1, so San Diego Police, City permitting and San Diego Unified School District apply.
  • Most of it is in the Coastal Zone. About 60% of the community is inside the Coastal Zone, and the City has issued Coastal Development Permits for most of it since the Coastal Commission certified its rezonings in 1988.
  • Bluffs, liquefaction and a fault. The community plan reports erosion on most of the bluffs, a relatively high liquefaction potential in some areas, and the Rose Canyon fault running parallel to Interstate 5 with a "high" geotechnical risk rating.
  • Short-term rental income does not transfer. Whole-home short-term rentals outside Mission Beach need a Tier 3 license, capped citywide, and licenses are not transferable between owners or homes.
  • No Mello-Roos. No City-administered CFD covers Pacific Beach.
  • Jumbo at the median. Redfin's three-month median to September 2026 was $1,593,054, so FHA is out at that price and a 20%-down conventional loan is above the conforming limit.

The Coastal Zone: what you can build

The California Coastal Act of 1976 set a coastal zone boundary and required each jurisdiction inside it to prepare a Local Coastal Program. The City's Pacific Beach Community Plan, first adopted with its Local Coastal Program Land Use Plan in 1983 and updated in 1995, puts about 60% of the community inside the Coastal Zone. Three parts of the plan matter to a buyer:

  • Coastal Development Permits. When the Coastal Commission certified the City's 1988 rezonings, the City took over Coastal Development Permit authority for most Pacific Beach properties in the zone, so for most parcels the City, not the Coastal Commission, issues the coastal permit.
  • Lower multifamily density. In 1990 the City redesignated most of the community's multifamily area from a maximum of 29 dwelling units per acre to 15, rezoning it from R-1500 to R-3000, after earlier downzonings. A lot's redevelopment potential may be lower than its existing building suggests.
  • Bluff-top lots. The plan says most of the community's bluffs are eroding to varying degrees, and the Sensitive Coastal Resource Zone constrains development close to the bluffs on properties west of Ocean Boulevard.

The ADU guide covers the City's accessory-unit rules; inside the Coastal Zone, ask the City how the coastal process applies before you count on a project.

Short-term rentals: a capped license that stays with the owner

The City of San Diego's Short-Term Residential Occupancy (STRO) ordinance requires a license for any stay shorter than a month, and it has been unlawful to operate without one since May 1, 2023. The City Treasurer's page sets out the tiers:

  • Tier 1 (part-time): whole-home rental for 20 days or less a year. Licenses are unlimited.
  • Tier 2 (home sharing): renting rooms for more than 20 days a year while the host lives on site. Licenses are unlimited.
  • Tier 3 (whole home, outside Mission Beach): whole-home rental for more than 20 days a year without the host on site. This is the tier that applies in Pacific Beach. The number of licenses may not exceed 1% of the City's housing units outside Mission Beach; as of October 9, 2026 the City reported 4,859 issued and 802 remaining. A Tier 3 license must be used for at least 90 days a year to keep it.

The rule that matters most for a purchase: licenses are not transferable between owners or between homes, and a host may hold only one license. A listing that quotes short-term rental income is quoting the seller's license, which ends with the sale. Price the home on what you could earn under the tier you can get, and check the City's current license count before relying on Tier 3.

Hazards: bluffs, liquefaction, the fault, and the shoreline

  • Liquefaction. The community plan cites the City's Seismic Safety Study finding a relatively high potential for liquefaction (ground failure) in some areas of Pacific Beach.
  • Faults. The same study identified three fault traces in the community: the Rose Canyon fault running parallel to Interstate 5, rated a "high" geotechnical risk, and two others in the northwest, rated "moderate."
  • Tsunami. The California Geological Survey's 2022 Tsunami Hazard Area Map for San Diego County maps hazard areas along the county's coast. It is an emergency-planning map and says it does not meet real-estate disclosure requirements, so treat it as a check for a low-lying parcel near the ocean or bay.
  • Bluff erosion, covered above, for lots west of Ocean Boulevard.

The report checks the address against the FEMA flood, CAL FIRE fire-severity and state seismic-hazard layers. The flood zone guide covers what a mapped flood zone does to insurance and lending.

Mello-Roos and assessments

The City's Debt Management office administers CFDs only for Santaluz, Liberty Station and Black Mountain Ranch Villages, and the County Auditor-Controller's active CFD list carries no San Diego Unified district, so there is no Mello-Roos line to expect in Pacific Beach. The City's FY 2027 maintenance assessment district list has no district named for Pacific Beach. Its Mission Boulevard district maintains trees and planter boxes on Mission Boulevard from Pacific Beach Drive south to the Mission Beach jetty, at $20.32 per benefit unit for FY 2027, so check a parcel near that stretch. The county's Special Assessments portal shows the exact line items for any parcel.

The reset

Under Proposition 13 the assessed value resets to your purchase price when escrow closes, and the county bills the difference for the rest of the fiscal year with a supplemental tax bill that escrow does not collect. At Pacific Beach prices that bill can be large. The supplemental tax bill guide works through the proration, and the county's Tax Rate Area search gives the exact rate for the parcel.

Financing: jumbo at the $1,593,054 median

Redfin reported a median sale price of $1,593,054 for Pacific Beach over the three months to September 2026, across all home types. San Diego County's 2026 conforming and FHA limit is $1,104,000. At the median, 20% down still leaves a $1,274,443 loan, above the conforming limit, so conventional financing is jumbo. FHA is unavailable: a 3.5%-down base loan would be $1,537,297. Full-entitlement VA carries no county limit. Using the site's fallback rates (conventional 6.50%, FHA 6.375%, VA 6.25%) at 30-year fixed terms:

FHA (3.5% down)$55,757Not available, a $1,537,297 base loan exceeds the $1,104,000 FHA ceilingn/an/an/a
VA (0% down, first use)$0$1,627,305 (incl. 2.15% funding fee financed)$10,020$0$10,020
Figure 1. Estimated monthly payment by loan program, $1,593,054 Pacific Beach purchase
VA, 0% down$10,020Conventional, 20% down$8,055

Note. Principal, interest and monthly mortgage insurance only (property tax, insurance, HOA dues and any assessment sit on top of every program equally). FHA is absent because a 3.5%-down base loan at this price exceeds the county FHA ceiling. Figures come from the same code that generates a report; a lender quote will differ.

These are illustrative estimates from public program rules and this site's fallback rates, not a lender quote or an offer of credit. The conventional row uses the conforming fallback rate, and a jumbo lender will set its own. The median mixes condos with houses, so a condo priced well below it can bring FHA back into range, subject to the building's FHA approval. Run the actual price; the FHA guide covers condo approval.

Schools: San Diego Unified, set by address

Pacific Beach is served by San Diego Unified School District. Attendance boundaries follow the exact address, so confirm the assigned schools for a specific parcel with the district.

Renting it out, and the move-up angle

For a long-term rental, sounding's move-up mode runs the 75% rent-qualification rule a lender uses against your specific address, so you can compare keeping a current home as a rental against selling it. Short-term income depends on the STRO tier you can obtain, as covered above. The rent vs. buy guide works the breakeven math, and Prop 19 covers carrying a low tax base to a new home.

What the report returns for a Pacific Beach address

  • County-recorded parcel facts and assessed value (SANDAG parcels)
  • Special-assessment line items from the county portal, explained in plain language
  • The Prop 13 reset at your price and a supplemental-bill forecast from your close date
  • FHA, VA and conventional side by side at live rates, with the jumbo distinction above the limit
  • FEMA flood, CAL FIRE fire-severity and state seismic zones for the parcel
  • Neighborhood crime from SANDAG/ARJIS regional data, scoped to the address's ZIP
  • Long-term rental potential (HUD Fair Market Rents) and keep-your-home move-up math

Pacific Beach, answered

Can I rent a Pacific Beach home short-term?

Only with a City STRO license. Whole-home rentals for more than 20 days a year outside Mission Beach need a Tier 3 license, capped at 1% of the City's housing units outside Mission Beach; on October 9, 2026 the City reported 802 remaining. Licenses do not transfer with a sale, so a seller's short-term income does not come with the house.

How much of Pacific Beach is in the Coastal Zone?

About 60%, according to the City's community plan. The City has handled Coastal Development Permits for most Pacific Beach properties in the zone since 1988.

Does Pacific Beach have Mello-Roos?

No City-administered CFD covers it, and the county's CFD list carries no San Diego Unified district. Confirm a parcel on the county's Special Assessments portal.

Can I use an FHA loan in Pacific Beach?

Not at the median. Redfin's three-month median to September 2026 was $1,593,054, and a 3.5%-down FHA base loan at that price exceeds San Diego County's 2026 limit of $1,104,000. A lower-priced condo in an FHA-approved building can still qualify.
