Mira Mesa: What Buyers Should Verify Before an Offer
By Sounding Research Updated
Mira Mesa is a City of San Diego community of about 10,700 acres between Interstate 805 and Interstate 15, 16 miles north of downtown, and Marine Corps Air Station Miramar is its southern boundary. The City annexed the area in 1958, but little was built until mid-1969, when demand for moderately priced housing brought several large developers into eastern Mira Mesa; from early 1971 to the third quarter of 1972 it led the City in construction. The City's plan describes large single-family tracts in the 1970s giving way to condominium and apartment projects in the 1980s. For a buyer, two facts follow from the City's own lists and plan. No Mello-Roos district covers Mira Mesa; the recurring charge to expect instead is a small maintenance assessment for landscaped medians and rights-of-way. And the air station next door shapes the community: the 2022 community plan says its Airport Influence Area covers nearly all of Mira Mesa.
The short version for Mira Mesa
- Mira Mesa is part of the City of San Diego, in Council District 6, so San Diego Police, City permitting and San Diego Unified School District apply.
- No Mello-Roos, but a maintenance assessment. No City-administered CFD covers Mira Mesa. The Mira Mesa Maintenance Assessment District does, at $18.88 a year for a single-family home in Zone 1 for FY 2027.
- MCAS Miramar is next door. The City's community plan says the air station's Airport Influence Area covers nearly the entire community, that the base is authorized to operate 24 hours a day, seven days a week, and that homes in compatible areas will still experience aircraft noise and overflight.
- A 2022 community plan. The City Council adopted the current Mira Mesa Community Plan on December 5, 2022, and the General Plan identifies Sorrento Mesa, inside the planning area, as a subregional employment area.
- Loans fit under the limit at the median. Redfin's three-month median to September 2026 was $979,725, so FHA and conforming conventional loans both work at that price.
- The Prop 13 reset applies in full, so a 1970s home bought decades ago shows the seller's low bill, not yours.
The Mira Mesa Maintenance Assessment District
The City set up the Mira Mesa Landscape Maintenance District on July 19, 1983, and re-formed it in 1997 to comply with Proposition 218. It is now the Mira Mesa Maintenance Assessment District, and it pays for landscaped and hardscaped medians and rights-of-way above the City's standard level of service. The FY 2027 annual report, prepared for the City's Parks and Recreation department, sets out how a parcel's share works:
- 19,682 parcels are assessed for FY 2027, for a total of about $1.13 million.
- Rates per Equivalent Benefit Unit (EBU): $18.88 in Zones 1 and 2 and $165.78 in Zone 3, each at the maximum authorized rate. The maximum rises or falls each year with the San Diego Consumer Price Index.
- What a home counts as: a single-family residence in Zone 1 is 1.0 EBU and a condominium is 0.7 EBU. Zone 2 parcels carry a location factor of 0.5, because Zone 2 owners maintain much of their own median and right-of-way landscaping.
In dollars this is small next to a Mello-Roos tax. It still shows as its own line on the bill, and the zone sets the rate, so check the parcel on the county's Special Assessments portal.
On Mello-Roos itself: the City administers CFDs only for Santaluz, Liberty Station and Black Mountain Ranch Villages. Its CFD No. 1 for Miramar Ranch North, the community to the east, was closed and dissolved by ordinance in July 2021. The County Auditor-Controller's active CFD list carries no San Diego Unified School District district.
MCAS Miramar: the Airport Influence Area
The Mira Mesa Community Plan devotes a section to the air station, and three of its statements matter to a buyer:
- Coverage. The Airport Influence Area for MCAS Miramar covers nearly the entire Mira Mesa community.
- Noise even where housing is allowed. Areas compatible with residential development inside the Airport Influence Area will nonetheless experience aircraft noise and overflight.
- Hours. MCAS Miramar is a master jet station authorized to operate 24 hours a day, seven days per week.
The Airport Influence Area is split into Review Area 1 (noise contours, safety zones, airspace protection surfaces and overflight areas) and Review Area 2 (airspace protection and overflight only). The Airport Land Use Commission for San Diego County adopted the MCAS Miramar Airport Land Use Compatibility Plan, and the City applies it through the Airport Land Use Compatibility Overlay Zone; the community plan says ALUCP compliance is required within Mira Mesa. For an existing home, the overlay matters most when you add a unit or redevelop. Find out which review area the parcel is in, and visit at different times of day before an offer.
What you can build: the 2022 plan
The Mira Mesa Community Plan the City Council adopted on December 5, 2022 replaced the 1992 plan. It covers the Sorrento Mesa employment area and the Carroll Canyon area, where a 1994 master plan amendment emphasized transit-oriented development on a 573-acre site. On a single-family lot, an accessory dwelling unit under the City's ADU program is the common addition; the ADU guide covers the rules. Ask the City whether the airport overlay adds review for the parcel before you count on a specific project.
The reset on a 1970s tract home
Much of Mira Mesa was built in a burst in the early 1970s, so plenty of homes have been held a long time. Under Proposition 13 the assessed value resets to your purchase price when escrow closes, and the county bills the gap for the rest of the fiscal year with a supplemental tax bill after closing, which escrow does not collect. The supplemental tax bill guide works through it, and the county's Tax Rate Area search gives the exact rate for the parcel.
Hazards: canyon edges and the usual checks
Los Peñasquitos Canyon forms the community's northern boundary, and the community plan's open-space policies also cover Rattlesnake Canyon and Carroll Canyon Creek. A parcel that backs onto open canyon brush can carry a fire-hazard designation the interior streets do not. The State Fire Marshal released an updated 2025 Local Responsibility Area Fire Hazard Severity Zone map, linked from the City's Fire-Rescue Department, so check the parcel against it. The report also checks FEMA flood zones and state seismic-hazard layers for the exact address.
Financing at the $979,725 median
Redfin reported a median sale price of $979,725 for Mira Mesa over the three months to September 2026, roughly flat on a year earlier. San Diego County's 2026 conforming and FHA limit is $1,104,000; at the median, FHA's 3.5% down leaves a $945,435 base loan, inside the ceiling, and a 20%-down conventional loan is conforming. VA carries no county limit on full entitlement. Using the site's fallback rates (conventional 6.50%, FHA 6.375%, VA 6.25%) at 30-year fixed terms:
| Program | Down payment | Loan amount financed | Principal & interest | Monthly MI/funding cost | Est. monthly P&I + MI |
|---|---|---|---|---|---|
| Conventional (20% down) | $195,945 | $783,780 | $4,954 | $0 (no PMI at 20% down) | $4,954 |
| FHA (3.5% down) | $34,290 | $961,980 (incl. 1.75% upfront MIP financed) | $6,002 | $591 (0.75% annual MIP) | $6,592 |
| VA (0% down, first use) | $0 | $1,000,789 (incl. 2.15% funding fee financed) | $6,162 | $0 | $6,162 |
Note. Principal, interest and monthly mortgage insurance only (property tax, insurance, HOA dues, the maintenance assessment and any other special assessment sit on top of every program equally). Figures come from the same code that generates a report; a lender quote will differ.
These are illustrative estimates from public program rules and this site's fallback rates, not a lender quote or an offer of credit. The report prices your address at live rates. The VA loan guide covers funding-fee tiers and entitlement, and the FHA guide covers MIP.
Schools: San Diego Unified, set by address
Mira Mesa is served by San Diego Unified School District. Attendance boundaries follow the exact address, so confirm the assigned schools for a specific parcel with the district.
Renting it out, and the move-up angle
sounding's move-up mode runs the 75% rent-qualification rule a lender uses against your specific address, so you can compare keeping a current home as a rental against selling it. The rent vs. buy guide works the breakeven math, and Prop 19 covers carrying a low tax base to a new home.
