Harmony Grove: What Buyers Should Verify Before an Offer

By Sounding Research Updated

Harmony Grove is unincorporated. Listings there often carry an Escondido mailing address, but the community sits outside Escondido's city limits, west of the city where Harmony Grove Road meets Country Club Drive, and the County of San Diego governs it directly. The Census Bureau's 2020 gazetteer lists Harmony Grove as a census-designated place; its 2010 place list did not. Harmony Grove Village, a planned community of roughly 470 acres, carries the name, although the County's 2014 Board item places the Village in the unincorporated community of Elfin Forest. It is where the County formed its first Mello-Roos district. For a buyer, that combination is the headline: county jurisdiction, and a county special tax on the bill.

The short version for Harmony Grove

  • It is county territory, not Escondido. County Planning & Development Services handles permits, and County ordinances, not Escondido's, set the land-use rules. County notices place it in the San Dieguito Community Plan area.
  • Harmony Grove Village has a county Mello-Roos district. The Board of Supervisors formed Community Facilities District No. 2008-01 (Harmony Grove Village) on June 25, 2008, and a 2013 County Sanitation District record calls it the County's first. Its special taxes fund public facilities and a set of ongoing services.
  • The bill can carry more than one 2008-01 line. The County Auditor's FY 2025-26 list shows a Special Tax A line for each of two improvement areas and three Special Tax B lines, labelled Other, Flood, and Fire.
  • Wildfire history is recent. The May 2014 Cocos Fire, which CAL FIRE records as starting at Village Drive and Twin Oaks Road in San Marcos, burned 1,995 acres and destroyed 40 structures.
  • Prices vary widely, so this guide uses an illustrative figure. Redfin publishes no Harmony Grove median, and the recent sales it lists run from under $1 million to several million. The financing table runs at a round $1,100,000.

CFD No. 2008-01: the County's first Mello-Roos district

According to the Board of Supervisors' September 17, 2014 proceedings, the Board formed Community Facilities District No. 2008-01 (Harmony Grove Village) on June 25, 2008, for an approximately 470-acre development by Standard Pacific Corporation. Special taxes from property owners in the district help fund public facilities that the County, the Rincon del Diablo Municipal Water District, and the San Diego County Sanitation District acquire or operate, and certain services provided by the San Diego County Flood Control District. The 2014 action also redrew the line between the district's two improvement areas and started annexing more territory into Improvement Area No. 2. A January 9, 2013 Statement of Proceedings of the San Diego County Sanitation District describes the 2008 formation as the County's first Community Facilities District.

The County Auditor and Controller's FY 2025-26 list of active districts shows how that structure lands on tax bills:

Willdan (866-807-6864) is the contact the county lists for every 2008-01 line. The list gives no rates, and this guide could not retrieve the district's Rate and Method of Apportionment, so it states no amount and no escalator. Two questions are worth asking Willdan for a specific parcel. Which improvement area is it in? And which of the A and B lines does it pay? The A lines are split by improvement area, the B lines by service. For any line that funds services rather than bond payments, ask whether it has an end date at all.

The district was formed for the 470-acre Village, which the County's 2014 item places in Elfin Forest, not for every parcel with a Harmony Grove address, and its boundary has been amended at least once, so check the parcel rather than the street. The county's Special Assessments portal lists the current year's charges by parcel number.

County jurisdiction: permits, water, and sewer

Because Harmony Grove is unincorporated, County Planning & Development Services reviews permits and land-use changes, and the County's own ADU rules apply rather than Escondido's. A County notice circulated in October 2025 for a live/work project inside Harmony Grove Village shows the local service map: it names the Rincon del Diablo Municipal Water District for water and the Village's existing wastewater reclamation facility for sewer, and places the site in the San Dieguito Community Plan area. Those are the providers for that project; confirm the water and sewer providers for any other parcel, especially outside the Village.

The reset, and the supplemental bill

The tax figure on a listing is the seller's. Under Proposition 13 the assessed value resets to your purchase price when escrow closes, and the county later sends a supplemental tax bill for the difference, usually three to nine months after closing and outside escrow. The supplemental tax bill guide covers the proration. The CFD 2008-01 lines are separate fixed charges; they do not reset with the sale, and the buyer takes on whatever remains of them. For the base rate on a specific parcel, use the county's Tax Rate Area search.

Wildfire: the 2014 Cocos Fire

CAL FIRE records the Cocos Fire as starting on May 14, 2014 at Village Drive and Twin Oaks Road in San Marcos, and as contained on May 22. It burned 1,995 acres and destroyed 40 structures, counted by CAL FIRE as residential, commercial and other. The incident page does not break those losses down by community.

A fire history is not a hazard rating, and this guide found no published Fire Hazard Severity Zone tier for Harmony Grove as a whole. Check the exact address against CAL FIRE's zone map before pricing insurance; the wildfire insurance guide covers what a Very High designation does to coverage. The California Department of Insurance has stated that CAL FIRE's hazard maps are not used to set insurance rates or availability. A generated report runs the address against the FEMA flood, CAL FIRE fire-severity, and state seismic layers.

Financing at an illustrative price

Redfin's Harmony Grove market page shows recent sales but no median, and the sales it listed for July through September 2026 ranged from $950,000 to $3.8 million. This guide therefore runs the numbers at a round, illustrative $1,100,000, not a Harmony Grove median. At that price a 3.5%-down FHA base loan of $1,061,500 sits just under the county's 2026 FHA limit of $1,104,000, so all three programs apply; a modestly higher price would put FHA out of reach. Figures use the site's fallback rates (conventional 6.50%, FHA 6.375%, VA 6.25%) on 30-year fixed terms:

ProgramDown paymentLoan amount financedPrincipal & interestMonthly MI/funding costEst. monthly P&I + MI

FHA (3.5% down)$38,500$1,080,076 (incl. 1.75% upfront MIP financed)$6,738$663 (0.75% annual MIP)$7,402
VA (0% down, first use)$0$1,123,650 (incl. 2.15% funding fee financed)$6,919$0$6,919

VA, 0% down$6,919FHA, 3.5% down$7,402Conventional, 20% down$5,562

Note. Principal, interest and monthly mortgage insurance only (property tax, insurance, HOA dues and any CFD 2008-01 line sit on top of each program equally). The price is illustrative, not a median. Figures come from the same code that generates a report; a lender quote will differ.

Lenders count CFD special taxes in the housing-expense ratio, so the 2008-01 lines reduce how much loan an income supports. Above a $1,104,000 loan amount the conventional row becomes a jumbo loan with lender-set pricing, and an FHA base loan above that figure is not insurable; a fully entitled VA buyer faces no county loan cap. These are illustrative estimates from public program rules and this site's fallback rates, not a lender quote.
