Eastlake: What Buyers Should Verify Before an Offer
By Sounding Research Updated
Eastlake is a master-planned community on the eastern side of Chula Vista, and it sits inside the city limits: Chula Vista, not the County, issues the permits and polices the streets. What sets it apart from the older western half of the city is the tax bill. The County Auditor and Controller's list of active Mello-Roos districts for FY 2025-26 carries two Chula Vista city districts labelled for Eastlake, each with a second improvement-area line, and two school districts run their own districts on top. None of those charges appears on a listing sheet, and they differ from one Eastlake street to the next.
The short version for Eastlake
- It is part of the City of Chula Vista. Eastlake is a named community inside an incorporated city, so city rules and city districts apply. The Chula Vista guide covers the citywide picture; this page covers what the county's records say about Eastlake specifically.
- Two city CFDs carry the Eastlake name. The county's FY 2025-26 list shows CFD 06-I (“Eastlake Woods, Vistas”) and CFD 07M (“Eastlake III Woods, Vistas”), each with a second improvement-area line, 06-I IA B and 07M IA 2, labelled by number only: four lines in all. Spicer Consulting Group administers all four.
- School districts add their own lines. Chula Vista Elementary and Sweetwater Union High each administer separate CFDs, 15 and 20 line items respectively on the county's list. The county does not say which neighborhoods each one covers.
- Only the parcel tells you the total. Older Eastlake sections carry no city CFD named for them on the county's list, but a label is not a parcel check. Pull the county's special-assessment record for the exact address.
- Every loan program is in play at the local price. Redfin's Eastlake Vistas median of about $895,000 sits under the county's 2026 conforming and FHA limit of $1,104,000.
The Eastlake CFDs on the county's FY 2025-26 list
A Community Facilities District (CFD), the legal name for a Mello-Roos district, levies a special tax that appears as its own line on the property tax bill. The County Auditor and Controller publishes every district it collects for, with the administrator to call. These are the two city districts whose labels name Eastlake, each with its second improvement-area line:
| County fund | District as the county lists it | Administrator |
|---|---|---|
| 6014-94 | CFD 06-I Eastlake Woods, Vistas | Spicer Consulting Group, (866) 504-2067 |
| 6014-98 | CFD 06-I IA B | Spicer Consulting Group |
| 6014-93 | CFD 07M Eastlake III Woods, Vistas | Spicer Consulting Group |
| 6014-96 | CFD 07M IA 2 | Spicer Consulting Group |
Two things the list does not tell you. First, the amount: the county publishes no rates, and a CFD special tax is set per parcel by the district's Rate and Method of Apportionment. This guide does not state a rate or an annual escalator for these four lines; Spicer quotes both by parcel. Second, the kind of tax. Some Chula Vista districts repay construction bonds and end when the bonds do; others fund ongoing open-space maintenance and have no bond to pay off. Ask Spicer which kind each line on your parcel is, because only the first kind has a scheduled end.
The list also names districts by the community's phases, not its whole footprint. USGS records Eastlake Greens as a separate named place, and no city CFD on the county's list carries the Greens name, or any Eastlake name other than Woods and Vistas. A house in an older Eastlake section can still sit inside a school-district CFD, so the absence of a city line is not the absence of Mello-Roos.
The school-district layer: Chula Vista Elementary and Sweetwater Union
Chula Vista Elementary School District and Sweetwater Union High School District each run their own CFDs, separate from the city's. On the county's FY 2025-26 list, Chula Vista Elementary has 15 line items (CFDs #1 through #21, with gaps) and Sweetwater Union High has 20 (CFDs #1 through #20, with #9 and #19 each split in two). The county does not map either set to neighborhoods, which is why the Chula Vista guide warns that calling the city's CFD desk will not surface the school lines. An Eastlake parcel can carry a city line and one or two school lines at once, each with its own administrator and its own end date. The contact the county lists for each district is at (619) 425-9600 ext. 181383 for the elementary district's CFDs and (619) 691-5575 for Sweetwater's.
A 2021/2022 San Diego County Grand Jury review counted 61,596 residential parcels countywide paying into more than one CFD, and 2,739 paying into six or more. A parcel in eastern Chula Vista, with a city CFD plus the two school-district layers, is one place that stacking shows up. The Mello-Roos by community guide puts Eastlake alongside Otay Ranch, Millenia and Rolling Hills Ranch.
The reset at your price, and the supplemental bill
The base property tax on a listing belongs to the seller. Under Proposition 13 the assessed value resets to your purchase price when escrow closes, and the county sends a supplemental tax bill for the gap between the old assessment and your price, usually three to nine months later. Escrow does not collect it. When the seller has owned the home for many years, their assessed value can sit far below a 2026 price, so the gap is real money. The supplemental tax bill guide walks through the proration. CFD special taxes do not reset with the sale: they are fixed charges set by each district's formula, and the buyer inherits whatever term is left.
For the percentage part of the bill, the Chula Vista guide models the city at roughly 1.1% to 1.25% of assessed value before any CFD; the guide states it as an assumption, not a published figure. The county's Tax Rate Area search gives the exact rate for a parcel.
Hazard checks: by parcel, not by name
This guide found no Eastlake-specific hazard designation to report. The Chula Vista guide notes that CAL FIRE's 2025 Fire Hazard Severity Zone maps added Very High acreage on the city's eastern edges where development meets open space, and that flood exposure in the city follows its river and creek channels. Both are parcel questions. Run the exact address against the FEMA Flood Map Service Center and CAL FIRE's hazard map before relying on a neighborhood's reputation; a generated report does both automatically, along with the state seismic-hazard layers.
Financing at the Eastlake Vistas median
Redfin reports a median sale price of about $895,000 for Eastlake Vistas over the three months ending September 2026, the part of Eastlake the 06-I and 07M districts are named for. Redfin's separate “Eastlake” area showed $615,000 over the same months. Eastlake prices swing by section and housing type. The table runs at the Vistas figure, which sits under the county's 2026 conforming and FHA limit of $1,104,000, so all three programs apply. Figures use the site's fallback rates (conventional 6.50%, FHA 6.375%, VA 6.25%) on 30-year fixed terms:
| Program | Down payment | Loan amount financed | Principal & interest | Monthly MI/funding cost | Est. monthly P&I + MI |
|---|---|---|---|---|---|
| Conventional (20% down) | $179,000 | $716,000 | $4,526 | $0 (no PMI at 20% down) | $4,526 |
| FHA (3.5% down) | $31,325 | $878,789 (incl. 1.75% upfront MIP financed) | $5,483 | $540 (0.75% annual MIP) | $6,022 |
| VA (0% down, first use) | $0 | $914,242 (incl. 2.15% funding fee financed) | $5,629 | $0 | $5,629 |
Note. Principal, interest and monthly mortgage insurance only (property tax, insurance, HOA dues and every CFD line sit on top of each program equally). Figures come from the same code that generates a report; a lender quote will differ.
Lenders count CFD special taxes in the housing-expense ratio along with base tax and HOA dues, so on an Eastlake parcel the Mello-Roos lines reduce how much loan the same income supports. These are illustrative estimates from public program rules and this site's fallback rates, not a lender's quote; a generated report prices the exact address at the rates live that day. The VA loan guide and the FHA loan guide cover each program in full.

Eastlake, answered
Is Eastlake its own city?
No. Eastlake is a master-planned community inside the City of Chula Vista. Chula Vista handles permits and police, and the city's CFDs are administered for it by Spicer Consulting Group.
Which Mello-Roos districts cover Eastlake?
The County Auditor's FY 2025-26 list labels two Chula Vista city districts for Eastlake, CFD 06-I (Eastlake Woods, Vistas) and CFD 07M (Eastlake III Woods, Vistas), each with a second improvement-area line (06-I IA B, 07M IA 2): four lines in all. Chula Vista Elementary and Sweetwater Union High run separate school CFDs that can sit on the same bill. Check the parcel for the actual lines.
How much is the Mello-Roos on an Eastlake home?
It depends on the parcel. The county publishes no rates, and each district sets its tax by its own formula. Spicer Consulting Group, (866) 504-2067, quotes the city lines by parcel; the school districts quote their own. The county's Special Assessments portal shows the current year's charges by parcel number.
Does an older Eastlake home have Mello-Roos?
Possibly. No city CFD on the county's list is labelled for Eastlake sections other than Woods and Vistas, but school-district CFDs are not labelled by neighborhood at all. Check the tax bill for the specific address.
Can I use an FHA loan in Eastlake?
At Redfin's Eastlake Vistas median of about $895,000, yes: a 3.5%-down base loan of $863,675 sits under the county's 2026 FHA limit of $1,104,000. A higher-priced home can cross that line.
