Santee: What Buyers Should Verify Before an Offer
By Sounding Research Updated
Santee is an East County city whose Mello-Roos exposure is easy to pin down. The City of Santee says it has formed three Community Facilities Districts, and two of them cover a single development, Weston, now 415 homes. The interesting part is how differently the two Weston districts behave. The infrastructure CFD repays bonds and stops; the services CFD funds ongoing city services, rises every year, and may be levied indefinitely. A buyer comparing a Weston home with an older Santee home is comparing two different long-run tax bills, and the listing will rarely say so.
The short version for Santee buyers
- Weston carries two CFDs. CFD No. 2017-1 (Weston Infrastructure) repays a 2019 bond issue and cannot be levied after fiscal year 2058-59. CFD No. 2017-2 (Weston Municipal Services) funds city services and may be levied indefinitely.
- The services tax escalates. CFD 2017-2's maximum rate rises each year by the San Diego consumer price index or 3.5%, whichever is greater.
- A third, small CFD covers ten homes. CFD No. 2015-1 funds stormwater maintenance in the El Nopal Estates II subdivision and may also be levied indefinitely.
- Padre Dam provides water and sewer. Padre Dam Municipal Water District, not the city, provides water, wastewater and recycled water service to Santee.
- Fire mapping grew in 2025. Santee is one of six county cities that saw at least 10% more land classed Very High fire hazard between the 2011 and 2025 maps.
- All three loan programs fit the median. At the reported median an FHA base loan stays under the county's $1,104,000 ceiling.
The three Santee CFDs
The county's FY 2025-26 active list carries all three City of Santee districts, and the city publishes a fact sheet for each. The table summarises them.
| District | What it funds | How long, and how it grows |
|---|---|---|
| CFD No. 2017-1 (Weston Infrastructure), formed September 27, 2017 | Debt service on $8,665,000 of special tax bonds issued June 20, 2019, which paid for streets, signals, street lights, a bridge, the 4.5-acre Weston Park, trails, fencing and dry utilities | Rate set by building square footage and does not escalate; final bond payment scheduled for September 1, 2049; no levy after FY 2058-59 |
| CFD No. 2017-2 (Weston Municipal Services), formed September 27, 2017 | Special Tax A: the incremental cost of city services for Weston, including law enforcement, fire and paramedic service, street lighting and landscape maintenance. A contingent Special Tax B for stormwater facilities applies only if the HOA fails to maintain them, and has never been levied | Maximum rate rises yearly by San Diego CPI or 3.5%, whichever is greater; may be levied indefinitely |
| CFD No. 2015-1 (Municipal Maintenance Services), formed November 18, 2015 | Stormwater bio-retention maintenance for El Nopal Estates II (Tax Zone 1, 10 homes); other parcels join only by unanimous owner vote, and none have | Maximum rate rises yearly by San Diego CPI or 2%, whichever is greater; may be levied indefinitely |
The practical difference: an infrastructure CFD is a debt with an end date, so its weight on the household budget shrinks with inflation and then disappears. A services CFD is closer to a permanent, rising fee, and it should be underwritten that way when comparing a Weston home with a resale outside the district. The city's fact sheets link each district's boundary map and the levy resolution with amounts by parcel, and the county's Special Assessments portal shows the current-year line items by parcel number. The Mello-Roos explainer covers how the tax works and why some districts fund ongoing services rather than bonds.
What happens to the assessment the day you close
The property tax on a listing is the seller's number. Under Proposition 13 the assessed value resets to your purchase price when escrow closes, and the county bills the difference on a separate supplemental tax bill that arrives months after closing. Escrow does not collect it, and a lender's impound account usually does not pay it. The supplemental tax bill guide works through the proration, and the county's Tax Rate Area search gives the exact rate (1% plus any voter-approved bonds) for a specific parcel. A CFD special tax is a separate fixed charge on top.
Water and sewer: Padre Dam
The City of Santee lists Padre Dam Municipal Water District as the provider of water, wastewater, recycled water and recreation services to Santee, with the San Diego County Water Authority as the regional wholesaler. Water and sewer rates, connections and service questions therefore go to Padre Dam rather than city hall.
Fire hazard after the 2025 map update
inewsource reported that Santee was one of six San Diego County cities, with Chula Vista, Del Mar, Carlsbad, Poway and San Marcos, that saw at least 10% additional land classed as Very High fire hazard between CAL FIRE's 2011 maps and its 2025 update. The report checks the exact parcel against the current severity layer, and the wildfire insurance guide covers what a Very High zone can do to the insurance line. Flood status is parcel-specific: a FEMA Flood Insurance Rate Map lookup shows whether the address sits in a Special Flood Hazard Area, where a lender will require flood insurance.
Financing at Santee's price point
Redfin reported a median sale price of $769,633 across all Santee home types for the three months to September 2026, down 3.7% from a year earlier. The table runs at that price. A 3.5%-down FHA base loan sits under San Diego County's $1,104,000 ceiling, so all three programs apply. Using this site's fallback rates (conventional 6.50%, FHA 6.375%, VA 6.25%) at 30-year fixed terms:
| Program | Down payment | Loan amount financed | Principal & interest | Monthly MI/funding cost | Est. monthly P&I + MI |
|---|---|---|---|---|---|
| Conventional (20% down) | $153,927 | $615,706 | $3,892 | $0 (no PMI at 20% down) | $3,892 |
| FHA (3.5% down) | $26,937 | $755,693 (incl. 1.75% upfront MIP financed) | $4,715 | $464 (0.75% annual MIP) | $5,179 |
| VA (0% down, first use) | $0 | $786,180 (incl. 2.15% funding fee financed) | $4,841 | $0 | $4,841 |
Note. Principal, interest and monthly mortgage insurance only (property tax, insurance, HOA dues and any CFD special tax sit on top of every program equally). Figures come from the same code that generates a report; a lender quote will differ.
On a Weston parcel, both CFD lines count in the housing payment a lender uses to qualify you, so the same price can qualify differently inside and outside the development. The VA loan guide and the FHA guide run the program comparisons in full. These are illustrative estimates from public program rules and this site's fallback rates, not a lender quote or an offer of credit.
