Lemon Grove: What Buyers Should Verify Before an Offer

By Sounding Research Updated

Lemon Grove is a small East County city, and two of its buyer checks are quick. The County Auditor and Controller's active Mello-Roos list carries a single City of Lemon Grove district, the Main Street Promenade CFD 2013-1, and inewsource's reading of CAL FIRE's 2025 maps found no Lemon Grove land classed as Very High fire hazard. The line that does surprise buyers is a city one: the Lemon Grove Sanitation District bills its sewer service charge on the property tax bill, so the tax bill on a listing is not purely tax.

The short version for Lemon Grove buyers

  • One city CFD on the county list. The FY 2025-26 active list names the Main Street Promenade CFD 2013-1, with a City of Lemon Grove contact. The county does not publish its boundary, so check the parcel.
  • The sewer charge is on the tax bill. The Lemon Grove Sanitation District bills sewer service charges annually on customers' property tax bills, a fixed amount for residential customers.
  • No Very High fire-hazard land. Lemon Grove and La Mesa remained the two county cities with no land classed Very High after CAL FIRE's 2025 update.
  • All three loan programs fit the median. At the reported median an FHA base loan stays under the county's $1,104,000 ceiling, and under the threshold where FHA's annual premium steps up.
  • The Prop 13 reset applies at close. The seller's tax bill is not yours; the assessment resets to your price and a supplemental bill follows.

Mello-Roos in Lemon Grove

The county's FY 2025-26 list carries one City of Lemon Grove district, fund 6060-14, Main St Promenade CFD 2013-1, with the city as the contact (619-825-3800). This guide did not find a city disclosure describing its boundary or rate, so the parcel record is the check. No school-district CFD on the same list carries a Lemon Grove name. The county's Special Assessments portal shows the current-year line items by parcel number, and a parcel with none returns none. The Mello-Roos by community guide compares Lemon Grove with its East County neighbours.

The sewer charge on the tax bill

The Lemon Grove Sanitation District is run by the city as a separately financed enterprise fund. It maintains about 67 miles of collection pipe and sends wastewater to the San Diego metropolitan system for treatment. Sewer service charges are billed annually on customers' property tax bills, as a standard fixed amount for residential customers, and rates are set to cover operations, debt service and capital work. When you read a Lemon Grove tax bill, separate this charge from the ad valorem tax and from any CFD: it is a utility charge collected through the tax roll, and it carries over to you at the same parcel. The district is also responsible for the sewer main line; the city's page sets out who handles what.

What happens to the assessment the day you close

The property tax on a listing is the seller's number. Under Proposition 13 the assessed value resets to your purchase price when escrow closes, and the county bills the difference on a separate supplemental tax bill that arrives months after closing. Escrow does not collect it, and a lender's impound account usually does not pay it. The supplemental tax bill guide works through the proration, and the county's Tax Rate Area search gives the exact rate (1% plus any voter-approved bonds) for a specific parcel.

Hazards: fire and flood

inewsource's analysis of CAL FIRE's 2025 Fire Hazard Severity Zone maps found that La Mesa and Lemon Grove remain with no land considered a Very High fire hazard. Lower hazard classes can still apply to a parcel, so the report checks the exact address against the current severity layer. Flood status is parcel-specific: a FEMA Flood Insurance Rate Map lookup shows whether the address sits in a Special Flood Hazard Area, where a lender will require flood insurance. The flood zones guide explains what that does to the loan.

Financing at Lemon Grove's price point

Redfin reported a median sale price of $733,651 across all Lemon Grove home types for the three months to September 2026, down 2.2% from a year earlier. The table runs at that price. A 3.5%-down FHA base loan sits under San Diego County's $1,104,000 ceiling and under the $726,200 line above which FHA's annual premium steps up, so the FHA row carries the lower 0.55% rate. Using this site's fallback rates (conventional 6.50%, FHA 6.375%, VA 6.25%) at 30-year fixed terms:

Note. Principal, interest and monthly mortgage insurance only (property tax, the sewer charge, insurance, HOA dues and any special tax sit on top of every program equally). Figures come from the same code that generates a report; a lender quote will differ.

The FHA guide explains the premium tiers, and the VA loan guide runs the VA comparison. These are illustrative estimates from public program rules and this site's fallback rates, not a lender quote or an offer of credit.
