Del Mar: What Buyers Should Verify Before an Offer
By Sounding Research Updated
Del Mar is a small coastal city where the most important check on an address is often a zoning overlay rather than a tax line. The city regulates development through a Floodway Zone, a Floodplain Overlay Zone and a Coastal Bluff Overlay Zone, and its own sea level rise vulnerability work lists beachfront and bluff-top residences, North Beach, and the 1.5-mile coastal bluff and rail corridor among the areas exposed to sea level rise, storm surge, erosion and coastal flooding. Mello-Roos is a smaller question here: the county's active list carries no City of Del Mar district. Price is the other constant. Redfin's reported median runs far above the county's conforming limit, though Del Mar sells few homes and the figure moves sharply from quarter to quarter.
The short version for Del Mar buyers
- Check the overlay zones first. The Del Mar Municipal Code's Floodway Zone (Chapter 30.29), Coastal Bluff Overlay Zone (30.55) and Floodplain Overlay Zone (30.56) carry their own development rules, amended by the city in October 2018.
- FEMA remapped the north beach. The city reported that FEMA's newer coastal and river flood maps change the flood designation for beachfront homes in the north beach area, with flood insurance consequences.
- The sea level rise plan rejects managed retreat. The City Council adopted its sea level rise Local Coastal Program amendment in October 2018 and resolved to reject managed retreat; Coastal Commission certification was still being negotiated on the city's most recent update.
- No city CFD on the county list. Del Mar Union School District and San Dieguito Union High School District CFDs do appear, without a parcel mapping.
- Fire mapping grew too. Del Mar is one of six county cities that saw at least 10% more land classed Very High fire hazard between the 2011 and 2025 maps.
- The median is a jumbo price. FHA is unavailable and conventional financing is jumbo; VA has no loan limit on full entitlement.
Flood, bluff and sea level rise: the city's own rules
Del Mar has run a coastal resiliency and sea level rise program since 2014-15, funded by state grants. Its vulnerability work identified ten areas at risk, including the San Dieguito Lagoon and bordering tidelands, beachfront, beach-area and bluff-top residences, the Del Mar Racetrack and Fairgrounds, North Beach and the coastal bluff at the north city limit, and the public beach south of Powerhouse Park with its flanking 1.5-mile coastal bluff and rail corridor.
On October 1, 2018 the City Council adopted a Local Coastal Program amendment built on that work, and on October 29, 2018 it adopted an ordinance amending the Floodway Zone, Coastal Bluff Overlay Zone and Floodplain Overlay Zone regulations, without changing the overlay boundaries. The ordinance also went to FEMA to bring the city into compliance with federal floodplain management requirements. The Council separately resolved to reject managed retreat as a strategy. The Coastal Commission hearing on the package was postponed in October 2019, the city resubmitted in January 2020, and the city's page describes continued negotiation toward a 2021 hearing; this guide did not find the final certification outcome, so ask the city's planning department where it stands for a specific property.
The city also reported that FEMA's newer coastal and river flood modelling changes the flood map designation for beachfront homes in the north beach area, with implications for flood insurance and for the design and siting of future development. A FEMA Flood Insurance Rate Map lookup for the exact address is the starting point; if the parcel is in a Special Flood Hazard Area, a lender will require flood insurance. The flood zones guide explains what that does to the loan.
The California Geological Survey publishes tsunami hazard area maps for San Diego County, and low-lying Del Mar parcels near the beach and lagoon should be checked against them; the report runs the parcel against the state tsunami layer.
Fire hazard after the 2025 map update
inewsource reported that Del Mar was one of six San Diego County cities, with Chula Vista, Carlsbad, Poway, Santee and San Marcos, that saw at least 10% additional land classed as Very High fire hazard between CAL FIRE's 2011 maps and its 2025 update. The report checks the exact parcel against the current severity layer, and the wildfire insurance guide covers what a Very High zone can do to the insurance line.
Mello-Roos and the Prop 13 reset
The County Auditor and Controller's FY 2025-26 active list has no City of Del Mar CFD. Its schools section lists Del Mar Union School District CFDs 95-1 and 99-1 (administered by Koppel & Gruber Public Finance) and nine San Dieguito Union High School District CFDs, and the county does not say which parcels they cover. The county's Special Assessments portal shows any special-assessment line on a parcel.
The bigger tax event is the reset. The property tax on a listing is the seller's number; under Proposition 13 the assessed value resets to your purchase price when escrow closes, and the county bills the difference on a supplemental tax bill months later. Escrow does not collect it. The supplemental tax bill guide works the proration, and the county's Tax Rate Area search gives the exact rate for a parcel.
Financing at Del Mar's price point
Redfin reported a median sale price of $3,508,329 across all Del Mar home types for the three months to September 2026, up 31.2% from a year earlier. A swing that size in a city with few sales says more about which homes sold than about values, so treat the figure as a reference point for the math, not a valuation. The table runs at that price. A 3.5%-down FHA base loan of $3,385,537 exceeds the county's $1,104,000 ceiling, and twenty percent down still leaves a $2,806,663 conventional loan, so conventional financing is jumbo, with lender-set pricing and reserve requirements. VA has no loan limit on full entitlement. Using this site's fallback rates (conventional 6.50%, FHA 6.375%, VA 6.25%) at 30-year fixed terms:
| Program | Down payment | Loan amount financed | Principal & interest | Monthly MI/funding cost | Est. monthly P&I + MI |
|---|---|---|---|---|---|
| Conventional jumbo (20% down) | $701,666 | $2,806,663 | $17,740 | $0 (no PMI at 20% down) | $17,740 |
| FHA (3.5% down) | $122,792 | Not available, a $3,385,537 base loan exceeds the $1,104,000 FHA ceiling | n/a | n/a | n/a |
| VA (0% down, first use) | $0 | $3,583,758 (incl. 2.15% funding fee financed) | $22,066 | $0 | $22,066 |
Note. Principal, interest and monthly mortgage insurance only (property tax, insurance, flood insurance where required and HOA dues sit on top of both programs equally). FHA is absent because a 3.5%-down base loan at this price exceeds the county FHA ceiling. Figures come from the same code that generates a report; a lender quote will differ, and jumbo pricing in particular varies by lender.
The VA loan guide covers entitlement above the county limit. These are illustrative estimates from public program rules and this site's fallback rates, not a lender quote or an offer of credit.

Questions Del Mar buyers ask
Is a Del Mar home in a flood zone?
It depends on the parcel. The city regulates a Floodway Zone and a Floodplain Overlay Zone, and it reported that FEMA's newer maps change the designation for beachfront homes in the north beach area. Check the FEMA map and the city's zoning for the exact address.
What is the Coastal Bluff Overlay Zone?
It is one of three hazard-related zoning chapters in the Del Mar Municipal Code (Chapter 30.55), amended in October 2018 alongside the floodway and floodplain rules. Bluff-top properties carry its development rules, so ask the city what applies before planning any work.
Does Del Mar have Mello-Roos?
The county's FY 2025-26 active list has no City of Del Mar CFD. Del Mar Union and San Dieguito Union High School District CFDs appear without a parcel mapping, so confirm on the tax bill.
Can I use an FHA loan in Del Mar?
Not at the reported median: a 3.5%-down FHA base loan far exceeds San Diego County's 2026 FHA ceiling. Conventional financing is jumbo, and VA has no loan limit on full entitlement.
